Kyoto accommodation tax in 2026 — rates, booking totals and what you pay at the hotel
A prepaid hotel booking can still leave you with accommodation tax to pay on arrival. In Kyoto City, the tax is calculated per person, per night—not per room. Before adding it to your budget, check whether your reservation already includes it.

The rates changed on March 1, 2026. An amount you paid on a previous trip, or a table in an older guide, may no longer apply.
Find the accommodation charge per person, per night
| Accommodation charge used for the calculation | Tax per person, per night |
|---|---|
| Below ¥6,000 | ¥200 |
| ¥6,000 to below ¥20,000 | ¥400 |
| ¥20,000 to below ¥50,000 | ¥1,000 |
| ¥50,000 to below ¥100,000 | ¥4,000 |
| ¥100,000 or more | ¥10,000 |
The relevant charge excludes meals and consumption tax but includes service charges. A dinner-and-breakfast package's headline price is not necessarily the figure to use.
If the relevant charge is ¥15,000 per person, the tax is ¥400. Two adults staying two nights at that rate pay ¥1,600 in total: ¥400 × 2 people × 2 nights. This is a calculation example, not a hotel's advertised room rate.
At exactly ¥20,000 per person, the tax moves to ¥1,000. Use the property's actual taxable charge rather than rounding a price to “about twenty thousand yen.”
Booking points may not move you into a lower band
Kyoto City's FAQ distinguishes a discount offered by the accommodation itself from benefits such as booking-platform points. In the latter case, the tax is generally calculated using the charge before the discount.
In the city's example, applying ¥5,000 of third-party points to a ¥20,000 stay leaves ¥15,000 to pay, but the accommodation tax remains ¥1,000. A discount provided by the property itself is treated differently.
With several coupons or rewards involved, the confirmation may not make the calculation obvious. Send the property your booking reference and ask: “How much accommodation tax applies to this booking, and is it included in the amount I've paid?”
Look beyond “taxes included”

Read the price breakdown, any amounts marked payable at the property, and the hotel's confirmation email. These should establish whether accommodation tax is included; a general “taxes and fees” label alone may not settle the question.
If it is already included, don't add it twice. If it is separate, paying for the room online does not remove the amount due at the hotel. Follow the property's instructions for payment methods.
Children are not automatically exempt. The city says that a charge for accommodation can attract the tax regardless of age. For a child sharing a bed, ask the property which charges apply rather than calculating from the number of children alone.
These are Kyoto City rules. Don't use this table for every accommodation address elsewhere in Kyoto Prefecture.
Still choosing an area? Compare Kyoto Station, Shijo and Gion. Room price, accommodation tax, breakfast and the next morning's journey together make a more useful comparison than the cheapest headline rate.
